Our Mission

RED Executive Development, Inc. (R.E.D.) is a 501(c)(3) nonprofit educational organization incorporated in Virginia in 2016. Our mission is to cultivate among the public a comprehensive worldview of foreign affairs as well as current and emerging security issues through customized seminar training. Our seminars focus on cultural competence, leadership, national security, and public policy. National security experts call for the need to develop better leaders to understand and mitigate threats. Cyber attacks, terrorism, transnational crime, climate change, and more threaten all of us. Governments, public and private organizations, and individuals are all at risk. R.E.D aims to address these threats and support our nation's needs.

Tania C. Mastrapa

Dr. Tania C. Mastrapa serves as Chairperson of the R.E.D. Board of Directors and as President. She has conducted professional development seminars for the public and private sectors for over a decade. Most recently she managed several Strategic Broadening Seminars for the United States Army. Dr. Mastrapa is a former Faculty Advisor to U.S. Army War College Fellows. She has published on regime change, transitional justice, private property rights, looted artworks and post conflict restitution and has also been interviewed on national and international media. Dr. Mastrapa received a Ph.D. in International Studies with concentrations in International Relations and Comparative Politics from the Graduate School of International Studies, University of Miami; Master of Arts in Law and Diplomacy from The Fletcher School, Tufts University; and a B.S. in Marketing from the Carroll School of Management, Boston College.

Joel D. Price

Colonel Joel D. Price (RET) is a member of the R.E.D. Board of Directors and serves as Secretary.  He recently retired from the US Army, serving with the Idaho Army National Guard, with nearly 32 years of service.  Price was commissioned through the Reserve Officer Training Corps at Idaho State University in 1987.  He has commanded at the company, battalion and brigade level as the Installation Support Unit Commander of the Idaho National Guard.  He has served two operational deployments: Supervisory Liaison Officer of Multi-National Division North, Stabilization Force 11, and Commander and Senior Mentor, Embedded Training Team – Logar Province, Afghanistan Regional Security Integration Command – East.  As a specialist in mobilizations and deployments, he was instrumental in mobilizing, deploying and redeploying over 10,000 National Guard Soldiers during OIF, OEF and Operation Joint Endeavor. His most recent military assignment was the Director of Property and Fiscal Operations – G8, and Deputy Chief of the Joint Staff, Idaho National Guard.  He was branched as an Engineer Officer and later, Logistics Branch qualified.  COL Price is a recipient of the Legion of Merit, Bronze Star, Meritorious Service Medal, Army Commendation Medal, Army Achievement Medal, Army Reserve Components Achievement Medal, National Defense Service Medal, Armed Forces Expeditionary Medal, Armed Forces Reserve Medal with “M” Device, NATO Medal, Army Service Ribbon, Overseas Service Ribbon, Global War on Terrorism Service Medal, Combat Action Badge, and Afghanistan Campaign Medal. Price is currently the Emergency Operations Coordinator for the Idaho Department of Health and Welfare. COL Price received his Master of Public Administration from Boise State University; Bachelor of Business Administration in Marketing from Idaho State University; and was a Senior Fellow of the United States Army War College in Washington, D.C.

John Barrios

Dr. John Barrios is a member of the R.E.D. Board of Directors and serves as Treasurer. He is an Assistant Professor of Accounting at the Olin Business School of Washington University in St. Louis. Dr. Barrios received his Ph.D. in Accounting from the University of Miami where he was awarded the KPMG Scholarship from KPMG Foundation; Masters in Accounting from the University of Miami; and a B.S. in Industrial and Labor Relations from Cornell University.

How It Works

Red Executive Development, Inc. seminars focus on cultural competence, leadership, national security, and public policy. We customize training according to you and your organization's specific needs. The goal is to broaden perspectives and increase adaptability, capability, strategic and critical thinking among current and future leaders in the public and private sectors. Our speakers are from diverse schools of thought and opinions. R.E.D. does not advocate any policy viewpoints and will present full and fair exposition of the facts.

Seminars are structured so that participants experience a learning environment outside their norm in order to broaden thinking. The speakers are selected from a variety of subject matter experts including, but not limited to, members of Congress, leadership of the U.S. Armed Forces, Intelligence Agencies, Department of State, NGOs, Diplomatic Corps, and more. Other experts are drawn from academics, think tank scholars, journalists, and others depending on the session topic. Seminar sessions take place in speakers' workplace venues such as the Pentagon, Congress, embassies, local universities as well as at libraries, museums, and conference halls.

R.E.D. seminars include assigned readings, group workshops, lectures, panel discussions, debates, and site visits. Participants are assigned capstone projects where they will either brief a panel of selected senior leadership from their specific organizations or from the national security community.

No. Employees of any public or private entity can participate in our programs.

Q: What is the tuition for a R.E.D. Seminar?

Tuition rates depend on the length of the seminar, number of speakers, site visits, etc. Please contact us to let us know how we can customize a seminar that best suits your needs.

Q: do i need security clearance to attend a seminar?

In general, no. Although most discussions and lectures are sensitive, they are not classified.
